About Us

Chief's Bio

Our Chief of Law Enforcement is Ed Ackley. He is a medically retired Marine First Sergeant due to celiac disease and multiple injuries suffered from his time as a police officer for the Marine Corps. After military service in 2012 he became a federal uniformed police officer for the Department of the Navy, he was assigned to the Naval Support Unit in Saratoga Springs, New York. Chief Ackley then attended Basic Police Training certifying him under NYS DCJS MPTC. Chief Ackley since 2015 served as a Police Officer in New York in part-time and full-time positions. While serving as a police officer he also volunteered as a local volunteer firefighter achieving the rank of Captain. After 25 years of combined volunteer fire service as a firefighter and EMT, Chief Ackley stepped away to focus more on his family and law enforcement career. Chief Ackley has achieved much training during his career, and completed a Bachelor’s of Arts in Homeland Security and Emergency Management, and Associates of Science in Fire Science. He also has a multitude of awards and recognitions. Chief Ackley brings an abundance of training, experience and education to the Saratoga County SPCA Law Enforcement Incorporation. Director's Bio

We are pleased to introduce James R. Piazza II, our Director and President of the Saratoga County Society for the Prevention of Cruelty to Animals (SCSPCA). With a passion for enforcing laws and a background in education, he brings over two decades of experience as a NYS teacher, mentor trainer with General Motors, and volunteer chair for Skills USA. In 2011, he joined the Schenectady County Sheriff as a member of their Auxiliary Police, eventually becoming Lieutenant and Secretary of the board of Police. After 5 years of voluntary service, he recognized the need for a specialized unit focused on animal cruelty laws and prevention in Saratoga County, leading to his current role with the SCSPCA. First Investigator's Bio

We are pleased to introduce First Investigator Robert Jegabbi, who has demonstrated a strong commitment to protecting animals from cruelty. Over the past year, he has completed his full Peace Officer certification at Zone 5 Law Enforcement Training Academy and has successfully completed Instructor Development Training (IDC). He is now looking to pursue further training and education through the NYS Department of Criminal Justice Services (DCJS) with the goal of becoming a certified Police Officer while remaining a part of our agency. We are excited to have such a dedicated and driven individual on our team.
